The Ancient Kingdom was highly advanced, capable of creating powerful androids. It’s possible that IMU is just a Seraphim of someone, trapped in a role to rule by another’s command.
Perhaps it was Lily who placed him in this position, and that’s why he seeks Vivi—hoping to gain freedom by overriding Lily’s order. Lily’s character is complex, akin to Joyboy, and her motives are often contradictory. Even after the war, she chose to promote the D clan.
